Developing v0.4

Nevada Theater v0.4 development is underway, we move quickly as time is running out for christmas. There is very little fixes in Nevada, but anyways here is the release candidate 1.

--- bugs
- campaign selection buttons default korean ones.
- weird island-shading in ocean, SW corner. sink them!
- tiles look like crap.
- tacan channels default korean.
- airbases default type (needs Red Dog research magic).

--- fixes v0.4
- RV theater strings missing. added.
- cleaned up TDF files (OF compatibility).
- installer fails on AF only systems, fixed.

Another set of testing and feedback would be much appreciated.

the PAK map looks ok. map could have darker color.

Is the airbase work we did previously is in?

Nope. Its not on the changelogs and I have no recollection about it. I mean I do remember some Nevada airbase stuff... but more specific just brings up blank in my mind

I never delete any files, but just in case and most of all, to save time, please rar up the necessary csv and email it back to me so I can add it to the next release candidate.

Of course there is the slim chance that I added the airbases but just forgot to add it into the changelog
