PMC Dynamic CE 51km High Command campaign development.

Today did some work for this campaign even though its not even included in our mission pack compilation batch file, in short first I need to fix PMC Dynamic CE campaign (yes there is a difference heh) scripts fully before patching the same edits over to this campaign.

Renamed mission directories from extremely long names to very short, cutscenes are now "cutX" and missions "m00X" naming where X is a number. Now its much easier to browse in mission editor.

Then on my continuing battle against stringtable.csv I removed it from both missions.
