I want started creating a map of Libya for Arma II ...
Where do I start ?

Normally the usual terrains released for ArmA 2 are made solely with Visitor 3, however its horrible software to use, I/we only use it to compile our terrain into the satellite texture format where the textures are cut to 512x512 res pieces.
I would make a terrain first with WrpTool and then bring it to Visitor 3 which I use to compile it to ArmA 2 format so to speak. Of course the largest drawback in WrpTool is the 50m cell size.
If you are going to make kiddie terrain of 2.5km x 2.5km in size, then I'd recommend just using Visitor 3 for it.
