In the options menu in the game settings, there should be somewhere in there weather settings and you can choose from that one the weather that you want, and there are various to choose from. Have you managed to modify the weather through the options of the game?? I am not really sure whether the settings in the options concerning weather actually work but I have put random which could mean that each theater will have its weather that is closer to the real thing. Does the weather work for you in the stock campaign i.e. Korea. Also check the disable clouds option in the graphics tab of setup.
