The Israel Defense Forces (IDF) Air Force conducted an airstrike targeting Houthi sites in al Hudaydah and Ras Issa, Yemen, in order to retaliate for previous Houthi attacks and to restore deterrence vis-a-vis te Houthis. The Houthis most recently claimed a Palestine-2 ballistic missile attack targeting Ben Gurion International Airport on September 28. The IDF stated that it targeted infrastructure used by the Houthis to import oil and smuggle Iranian weapons into Yemen. The IDF noted that the Houthis have cooperated with Iranian-backed Iraqi militias in the past year in order to attack Israel. CTP-ISW previously reported on increased cooperation between the Houthis and Iranian-backed Iraqi groups, including the Houthis sending a drone expert to Iraq to train Iraqi militia members. Houthi spokesperson Yahya Sarea claimed on September 27 that Houthi air defenses shot down a US MQ-9 drone "carrying out hostile missions" in the Saada Governorate in northwest Yemen. Houthi media posted video footage of what it claimed was the wreckage of the MQ-9, but CTP-ISW could not verify these claims. -source Institute for the Study of War, Iran Update, September 30, 2024.

The Houthis continue to attack commercial vessels in the Red Sea. Houthi spokesperson Yahya Sarea claimed that the Houthis targeted British-flagged oil tanker Cordelia Moon with eight ballistic and cruise missiles, a drone, and an uncrewed surface vessel (USV). Sarea also claimed two separate attacks on oil tanker Maltese-flagged Marathopolis, with a cruise missile and with a drone on October 1. The United Kingdom Maritime Trade Operations (UKMTO) received two reports of attacks on oil tankers in the Red Sea. UKMTO reported that a drone hit British-flagged oil tanker Cordelia Moon and an uncrewed surface vessel punctured its ballast tanks approximately 64 nautical miles northwest of al Hudaydah. UKMTO also reported a missile attack on Liberian-flagged Minoan Courage approximately 97 nautical miles northwest of al Hudaydah. US Central Command (CENTCOM) destroyed six Houthi drones in Houthi-controlled areas of Yemen on September 30. CENTCOM determined that the drones presented an imminent threat to US and coalition forces and merchant vessels in the area. -source Institute for the Study of War, Iran Update, October 2, 2024.

The US military said Friday that it carried out strikes on 15 targets belonging to the Houthi rebels in Yemen. The attack, which included strikes targeting the group's military capabilities, was carried out to "protect freedom of navigation" in the Red Sea following weeks of Houthi attacks on ships bound for Israel. The Iran-backed Houthis accused the US and UK of carrying out airstrikes in four cities across Yemen on Friday. Seven of those strikes targeted the Hodeidah Airport and the Katheeb area in Hodeidah, the Houthi-run Al-Masirah TV reported. The British defense ministry said the UK was not involved in strikes on Yemen today, and Israel's military said it isn't aware of the strikes. Footage geolocated by CNN shows billowing grey smoke in northern Hodeidah, a Houthi-controlled port city in western Yemen. The United States and United Kingdom struck Houthi targets in at least five locations in Yemen on October 4. Unspecified US officials told the Associated Press that US and UK aircraft and ships conducted strikes on seven targets at Hodeida International Airport and the Katheib area, four strikes in Seiyana, Sanaa, and two strikes in Dhamar Province. These strikes follow the Houthis firing 23 ballistic and cruise missiles at three US destroyers near the Bab al Mandeb Strait on September 27. -source Institute for the Study of War, Iran Update, October 4, 2024.

Yemen's Houthi rebels said they launched both missiles and drones at Israel on Monday. The Houthis fired two missiles at Israeli military sites in Jaffa and Tel Aviv, Houthi army spokesperson Brig. Gen. Yahya Saree said in a televised speech. Both missiles "(achieved) their objectives successfully," Saree claimed. Earlier Monday, the Israel Defense Forces (IDF) had said a surface-to-surface missile fired from Yemen was successfully intercepted by the Israeli Air Force. Israeli fire crews worked to put out fires caused by fragments of an intercepted projectile in Beit Shemesh near Jerusalem, a spokesperson for the area said. Saree also said that the Houthis had launched drones into Jaffa, in central Israel, and Eilat in southern Israel. The IDF said it was "not aware" of any drone launches from Yemen. The Houthis attacked Israel "in continued support of the oppressed Palestinian and Lebanese peoples, and in solidarity with the Palestinian and Lebanese resistance movements," Saree said. -source CNN 2024-10-07.

Houthi spokesperson Yahya Sarea claimed that the Houthis launched two ballistic missiles at Tel Aviv and several Samad-4 drones at Tel Aviv and Eilat on October 7. IDF air defenses intercepted a Houthi missile. The other Houthi drones and missiles do not appear to have struck any targets. -source Institute for the Study of War, Iran Update, October 7, 2024.

The Houthis have continued attacking commercial vessels. Houthi spokesperson Yahya Sarea claimed that the Houthis launched 11 ballistic missiles and two drones at Liberian-flagged, US-owned oil tanker Olympic Spirit on October 10. Sarea also claimed the Houthis attacked another merchant vessel, St John, in the Indian Ocean. The United Kingdom Maritime Trade Operations (UKMTO) confirmed the attack on Olympic Spirit, reporting that a projectile hit the ship and that 3 more projectiles exploded nearby. Houthi-affiliated media claimed that the United States and the United Kingdom conducted a series of airstrikes over the past two days. Houthi-affiliated media reported two US-UK airstrikes over al Salif on the coast, northwest of al Hudaydah city, on October 14. Houthi-affiliated media also reported four US-UK airstrikes on the coastal area of al Luhayyah, north of al Hudaydah city, on October 15.

Anti-Houthi media's recent reporting suggests that Houthi efforts to build an extensive tunnel network in the Houthi-controlled mountainous region between Sana'a and Sa'ada have intensified, which is likely part of a long-running Houthi effort to harden their facilities against air attacks. The International Institute for Strategic Studies (IISS) published satellite imagery of these Houthi excavation projects for underground military facilities in April. One of the facilities documented by IISS was a Scud storage facility under the Ali Abdullah Saleh regime that the Houthis have since repurposed. The Houthis are likely using these sites for weapons storage, arms transfers, and launch sites, to make it harder for adversaries to target their military sites. -source Institute for the Study of War, Iran Update, October 15, 2024.

US Central Command (CENTCOM) confirmed that the Houthis attacked two US Navy destroyers and three American-flagged commercial vessels on December 1. CENTCOM stated that US Navy destroyers USS Stockdale and USS O’Kane successfully defeated three Houthi anti-ship ballistic missiles, one anti-ship cruise missile, and three one-way attack drones while transiting the Gulf of Aden between November 30 and December 1. CENTCOM added that the destroyers were escorting three US-owned, operated, and flagged merchant vessels. The IDF conducted two waves of airstrikes targeting port and energy infrastructure in Houthi-controlled areas of Yemen on December 18. Fourteen IDF Air Force aircraft conducted the strikes in Hudaydah and Sanaa provinces as part of a plan that the IDF made several weeks ago in response to persistent Houthi drone and missile attacks on Israel. The IDF targeted six tugboats in the Hudaydah and Salif ports, and the Ras Issa Oil Refinery, on the western coast of Yemen. The IDF also targeted the Dhabhan and Heyzaz power stations in Sanaa. The power stations sustained minimal damage, and the Houthis have reportedly restored power to Sanaa. The IDF previously attacked infrastructure in Hudaydah Port in July 2024 to disrupt Iranian weapons shipments to the Houthis. The Houthis will likely continue to conduct drone and missile attacks targeting Israel given that these strikes do not appear to have disrupted the Houthis' ability to do so.

The Houthis have conducted two attacks targeting Israel since CTP-ISW's last data cutoff on December 18. The Houthis conducted a ballistic missile attack targeting two “specific and sensitive" Israeli military targets in the Tel Aviv-Jaffa area in central Israel on December 18. The Houthis conducted this attack at the same time that the IDF conducted airstrikes targeting infrastructure in Houthi-controlled areas of Yemen. Houthi Supreme Leader Abdulmalik al Houthi claimed on December 19 that one of the missile attacks targeted the Israeli Defense Ministry. The IDF intercepted a Houthi missile before it entered Israeli territory on December 18. Shrapnel from a Houthi missile damaged a school building near Tel Aviv. The Houthis separately claimed a drone attack targeting the Tel Aviv-Jaffa area on December 19.
