Found this site the other day and tried out the corrected DCW data last night on the northern Iran terrain and it worked! If you recall the data downloaded from the PSU site (in the Terrain Tutorial) would never fill the RUSSIA part, next to the Caspian Sea. Here's what I mean (look at red circled area on left side of Caspian Sea at the upper left):
That is because the data is messed up. Well Zaggy took it upon himself to fix all the Russian data (as well as China). You can download it here:

Note: I've only tried the Western Russian dataset (and just for the small region of Russia next to the Caspian Sea on the Iran Theater). But it definitely looks promising!

It's at the old Open Skins download site but the data conversions were done by Blueprint I thought (although I don't know that for sure).
All I know is that when I loaded the western Russia data last night the Russian area that would not fill in previously (using the PSU DCW data) DID fill in with Blueprint's corrected data. I don't know if the rest of the data is good or not.
EDIT: Ok, after going back to the link I gave above and re-reading it several times, it DOES appear I was wrong and that Zaggy did make the converted data. Thread title and content has been changed to reference Zaggy instead.
